Use more than one layer where practical, keep administrator passwords private and review the settings periodically as devices and apps change.

You do not need a complicated system. Start with the settings that affect the devices and accounts a minor actually uses.
Do not give the account administrator rights. Protect the adult or administrator account with a password the child does not know.
Enable the device's family controls, restrict mature apps and websites, and turn on filtered or restricted search modes where available.
If your router or internet provider offers family filtering, enable it as a second layer so new devices do not rely only on their local settings.
Use the restricted account yourself and confirm that blocked categories, app-install permissions and browser restrictions behave as expected.
